#31 Rebellion of Provinces

BirMail doesn't seem to handle province rebellion
properly. First, when a province rebels, the ruler of
the province doesn't gain any taxes there and all of
his/her holdings in that province a 'considered' contested.

Second, on the following action round (the next month),
the province automatically raises the largest levy
possible.

I have not tested rebellion thoroughly, so if anyone
wants to take on this bug let me know and I'll run it
through the grinder.

No, it doesn't. Dim had a feature request on this open for
lebr 2.

Atm, it requires DM intervention. Don't think there are
immediate plans for this.
