#9 Tool does not track keyrefs

The tool does not check that XML keyref requirements from schemas. While the tool's design document stipulates that reference-key violations should not be prohibited in the high-level editor (since it would otherwise make creation of new references difficult) the tool does not warn of such violations before a save. As a result, changes allowed by the tool may still result in a file that does not validate. The tool does, however, validate the document prior to saving and will warn the user of the presence of XML keyref violations.
