Few corrections, especially about UTF8

Few new things : better use of extension files, commands "New Tab" and "Edit rules" to add or check values. 255 columns with ODBC access. Upgrade to PCRE 8.11.

Few little changes

Version 3.29 Anémourion : no limits for column number.

3.28 Anazarbe : tab addition, conversion to roman digits.

Annuaire 3.24 Valerianella is a minor version which add two main improvements :

• 16 columns (before 14),
• better scan of directories.
