If you allowed Bastille to set your system umask to 077 and only then installed
the perl module, some directories may have been created with 700 permissions so
that only root can access them.
You need to remember to set your umask to 022 before doing any software
installation, or you need to set your system umask to 022, or you need to stop
installing new software on the machine.
A Q&D fix for your current problems would be
# perl -wTe "system('/bin/chmod','-vR','a+rX',$_) for @INC"
