#207 opts.test fails when bootstrapping a new version of autogen

When you bootstrap, the opts.[ch] files get built with the installed version of the program and templates. During the test phase, they get re-derived from the uninstalled version under test. They don't match. The version numbers need to be removed before comparing the outputs.
