I need to know how I can turn off the computer without asking for a password, because the program asks me to have a password to turn off the computer

This is not really possible, as far as I know. This is a requirement by Windows, not by WOL. Wake up does not require a password, but shutdown does. Think about it, you don't want un-authenticated users being able to shutdown a workstation remotely.
