In my day to day use of Windows 10, I use an unprivileged user account. However in order to run WakeOnLan I must run as an administrator account. If I run WOL as an the unprivileged user I get the following error when starting:
Window title: Crash
An unexpected exception occurred
Error Message: Object reference not set to an instance of an object. At (Date Time).
at WakeOnLan.My.MyApplication.ConfigureCulture()
at WakeOnLan.My.MyApplication.MyApplication_Startup(Object sender, StartupEventArgs e)
at Microsoft.VisualBasic.ApplicationServices.WindowsFormsApplicationBase.OnStartup(StartupEventArgs eventArgs)
at Microsoft.VisualBasic.ApplicationServices.WindowsFormsApplicationBase.DoApplicationModel()
The application does not start.

ive got the same problem.
only admin users (domain admin and pc admin) can start wol.
if someone can help us...

i also try to give admin privileges to other users on wol pc (windows 8.1, eg) to start wol, but the same error was displayed.
