#14 listing inactive users / roles

When looking at the manage > members > roles as member of consumer group, not all inactive users show up. Not sure which users show up, but the list is not complete. Not sure if same bug happens for other commissions?

Might be that the problem is that users have no default roles assigned. This happened when migrating "old" users to the new platform.
