#42 Linux tp 7 missing oss license install

I just noticed (I don't remember if this has been noted before elsewhere) that the
linux install test plan (e.g. linux_install_tplan_7) seems to be missing the step to
install the oss license! Actually, the audio section test cases 19-22 need to be revised
to match the newer setup-oss GUI interface. See the Building guide for most of the
current steps (but I think that one omits the "enable startup at boot" step that is in the
test plan - at least that was true in May 19 version of Building guide on AGDP (is the
version there today).
